<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Scope and coverage</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Under the scheme, a total of 56.4 lakh persons will be screened every year. This includes individuals identified through the Non-Communicable Disease (NCD) survey as either already suffering from or at risk of various ailments, as well as students residing in welfare and educational hostels.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>A marked departure from earlier practice</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Until now, the 104 MMUs conducted only six types of tests once every 15 days at the village level — random blood sugar, urine sugar, haemoglobin, a rapid diagnostic test for diseases such as malaria, urine albumin, and a pregnancy confirmation test. These tests were largely carried out using rapid kits that often yielded imprecise results. Individual disease profiles and electronic health records at the village, mandal, and district levels were not being maintained.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The revamped scheme will replace this limited framework with a battery of 47 tests across 11 health parameters for each identified individual. The tests include eight liver function tests (LFT), six urine analysis tests, five lipid profile tests, five white blood cell count tests, five red blood cell count tests, four electrolyte tests, three renal function tests (RFT), three glucose tests, two coagulation tests, one ESR test for infection markers, and five other tests.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Disease profiles and health records</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Based on the results of these comprehensive tests, individual disease profiles and electronic health records will be prepared for each citizen. Under the Sanjeevani scheme, personalised advisories will be issued covering immediate precautions and long-term preventive measures. Minister Satya Kumar Yadav described the launch of this screening initiative as a step of considerable importance in safeguarding the health of the State's population.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Role of service provider</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">In the first phase, covering a period of five years, the service provider currently operating the 104 MMU services through a fleet of 904 vehicles will be required to install, at its own cost, a semi-automatic bio-chemistry analyser, a CBC machine with three-part analyser, a microscope, and an incubator in each vehicle. The provider will also supply the necessary reagents and consumables for conducting all 47 tests. Each vehicle is expected to screen 20 persons per day across 26 working days a month, covering 520 individuals monthly.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Swift rollout directed</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Minister Satya Kumar Yadav directed senior health department officials to take immediate steps to operationalise the scheme at the earliest. "These funds will play a decisive role in consolidating the gains of the SHG movement in Andhra Pradesh and in building a more resilient rural economy," he said.</p>

<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The union's 17-point charter also includes the implementation of unified service rules, compassionate appointments in local bodies, strengthening of high school plus institutions, release of pending Dearness Allowance instalments, and payment of surrender leave arrears, among other demands.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>DA Arrears and Service Rules</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Mr. Chiranjivi criticised the state government for keeping on hold four instalments of Dearness Allowance that should have been released immediately upon the Central government's announcement. He said the non-release of pending DA reflected the government's indifference to the welfare of its employees and teachers.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">On the question of Panchayati Raj employees, he identified two principal grievances — the non-implementation of unified service rules and the denial of compassionate appointments. He pointed out that although Presidential Orders were issued in 2017 and GOs 72, 73, and 74 were subsequently released, officials were implementing GOs 72 and 73 in a manner that favoured the administrative establishment rather than the employees. FAPTO, he asserted, would continue its fight on these issues to the last.</p>

Under normal conditions, daily petrol consumption in Andhra Pradesh averages 6,330 kilolitres, while diesel consumption stands at 9,048 kilolitres.</p>

He stressed the need to educate farmers on cultivating market-demand crops and guide them on the most profitable options.<br />The Chief Minister said agricultural lands should remain productive throughout the year, encouraging farmers to  cultivate multiple crops to ensure continuous income. <br />Reviewing on agriculture sector at camp office today, the Chief Minister instructed officials to enable certification-based marketing of produce grown under natural farming, which would help farmers secure premium prices. Referring to the decline in urea usage per hectare during the last Rabi season, the Chief Minister termed it a positive development.<br />He asked officials to develop a system for doorstep delivery of produce from Rythu Bazaars by engaging suitable agencies. He further called for a cluster-based development plan to transform Rayalaseema into a global horticulture hub.<br />The Chief Minister said the state is planning the world’s first dedicated Cocoa City, which should serve as an experience centre for progressive farmers. He directed officials to identify a suitable location for the 250-acre project.<br />The Chief Minister instructed officials to study ways to expand saffron cultivation in the Araku Agency area and improve quality yields. Under the AP Mushroom Mission 2026–2031, he set a target of producing one lakh metric tonnes annually.<br />Officials informed the CM that apples being cultivated experimentally in Anantapur are tasty and climate conditions are favourable. He directed them to scientifically study the region and expand the cultivation.He also instructed officials to focus on increasing cultivation of avocado, fig, jackfruit, guava and pepper. Fruits like figs should be processed into dry fruit products to enhance value.<br />The Chief Minister ordered preparation of an action plan to expand horticulture cultivation to 50 lakh acres across the state. He also said BPL farmer families should be supported with dairy and livestock-based supplementary income opportunities, with government-backed assistance plans.<br />The officials informed the Chief Minister that a statewide crop survey is underway, documenting crops under cultivation and available water resources.<br />They said the Farmer App now includes comprehensive details such as farmers’ profiles, land extent, soil test data, usage of urea, pesticides and seeds, benefits received under government schemes, groundwater availability and nearby water resources.<br />The app also provides crop-specific weather forecasts and input requirements such as fertilizers and seeds.<br />Officials said over 8 lakh farmers have registered on the Farmer App so far. The Chief Minister noted that beyond registrations, effective usage and actual benefits to farmers are more important.<br />Officials also said awareness campaigns under Rythanna Meekosam reached 48.73 lakh farmer families in Phase 1 and 46.21 lakh farmer families in Phase 2 through a five-point outreach programme.<br />Officials informed the Chief Minister that southwest monsoon rainfall this year may be below normal at around 92 percent of average levels.They said that El Niño may severely affect rainfed regions, especially Anantapur, Sri Sathya Sai, Kadapa, Kurnool and Prakasam districts leading to reduced rainfall which  may impact pulses, oilseeds and water-dependent horticulture crops.As a mitigation measure, officials said the state is implementing PMDS (Pre-Monsoon Dry Sowing), under which seeds are sown before the onset of rains.<br />They said the system improves yields while reducing cultivation costs, fertilizer usage and water consumption, enabling farmers to earn an additional Rs 5,000 to Rs 7,000 per acre.<br />The Chief Minister directed officials to implement PMDS in 20 lakh acres this year and explore integrating it with VBG Ramji initiatives.<br />Officials said that in 2025–26, natural farming was taken up in 9.26 lakh hectares by 17.74 lakh farmers across 4,116 gram panchayats.For 2026–27, the Chief Minister set an ambitious target to expand natural farming to all 13,300 gram panchayats, covering 25 lakh farmers and 11 lakh hectares.<br />Officials explained the RSK Intelligence Hub Dashboard, designed to monitor the functioning of Rythu Bharosa Kendras and agriculture sector performance across the state.<br />The Chief Minister directed officials to ensure real-time updates and accurate data on the dashboard.</p>]]></content:encoded>

He also spoke about the ongoing development of electronic health records to consolidate patient data across the State's health network.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Mr. Yadav drew particular attention to the STEMI programme, under which patients arriving at government hospitals within the golden hour of a cardiac event are provided a costly clot-dissolving injection free of charge — a measure aimed at improving survival outcomes for heart attack patients who cannot afford private care.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Gates Foundation partnership</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The minister also apprised Prof. Teo of the memorandum of understanding signed with the Bill and Melinda Gates Foundation to improve healthcare delivery in the State, and the steps being taken in furtherance of that agreement.</p>
