AMARAVATI, May 4: Andhra Pradesh BJP State president PVN Madhav on Monday conveyed his birthday greetings to Vice-President of India C.P. Radhakrishnan, describing his rise from an ordinary party worker to the country's second-highest constitutional office as a reflection of his exceptional qualities and commitment to public life.
