Chandrababu Naidu, and officials were asked to prepare proposals accordingly. District-level Yoga Day programmes are to be conducted under the leadership of respective Collectors.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Mr. Satya Kumar Yadav noted that educational institutions are expected to reopen from the second week of June, following the summer vacation, and said that promoting awareness about yoga among students at that stage would yield wide-ranging benefits. He added that such initiatives would also contribute to the realisation of the State government's vision of <em>Swarna Andhra Pradesh</em>.</p>

<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Speaking at the meeting, Dr. Mantena Satyanarayana Raju, State Government Adviser on Yoga and Naturopathy, offered several important suggestions on the precautions and measures needed to effectively build public awareness through yoga and allied programmes.</p>

<p>Responding to appeals from employee unions, authorities issued orders easing the requirement. Excise Minister Kollu Ravindra assured full support to the bereaved family. He directed officials to provide immediate financial assistance of ₹10 lakh from the department and facilitate additional support of about ₹1.10 crore through an SBI insurance scheme.</p>

<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Key demands</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The union's demands centred on several service-related issues. These included the framing of comprehensive service rules, constitution of a new Pay Revision Commission (PRC) with a 30 per cent interior relief, and abolition of the Contributory Pension Scheme (CPS) with restoration of the Old Pension Scheme (OPS). Teachers who entered service through the 2003 DSC were specifically demanded to be brought under OPS. The union also called for clearance of pending Dearness Allowance arrears, GPF, APGLI, and Earned Leave encashment dues.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Other demands included restoration of GO 302, filling of Junior Lecturer promotion vacancies, implementation of the 70:30 ratio — allotting 70 per cent of Secondary Grade Teacher promotions to SA Telugu and Hindi posts — and opening of GPF accounts for Municipal Corporation teachers. The union further sought reclassification of School Complex Headmasters as Grade-1 HMs, and promotions for Urdu and Oriya language teachers.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Staffing and institutional demands</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The union demanded appointment of Hostel Welfare Officers in tribal residential schools, deployment of Data Entry Operators in every high school and model primary school, and restriction of teacher rationalisation exercises to once every five years. It also sought exemption of in-service teachers from the Teacher Eligibility Test (TET).</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Further, the PRTU called for merger of Kasturba Gandhi Balika Vidyalayas, Model Schools, and Gurukulas into the government system under the Master Teacher Scale (MTS), regularisation of Art, Craft, Drawing, and Physical Education teachers working under SSA as full-time employees, and extension of MTS benefits to CRT and CMRT staff with a 60 per cent wage hike.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The union also demanded implementation of the Employee Health Scheme (EHS) with insurance coverage for both government and private school teachers, and immediate resolution of issues faced by aided school teachers.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The leaders urged the District Collector to consider the demands sympathetically, recommend them to the State government, and take initiative for their early resolution.</p>

<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">In a separate development, representatives of the State Government Outsourcing Employees Association submitted a memorandum to the Finance Minister urging the government to implement seniority-based salary payments for outsourcing employees, extend all government welfare schemes to them, and put in place a comprehensive HR policy. The delegation was led by State president Ganta Sampat.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The association also requested that the retirement age of outsourcing employees be raised from 60 to 62 years, pointing out that the current practice of retiring them at 60 in some departments was causing serious financial hardship. He said the government's Re-Survey 2.0 initiative had been launched to resolve long-standing land disputes permanently, with work already completed in 6,976 of the State's 16,816 villages. The entire resurvey, he said, would be wrapped up by March 2027.</p>
<h2 style="font-size:18px;font-weight:500;margin:1.5rem 0 0.5rem;"><strong>Technology and land reforms</strong></h2>
<p style="font-size:16px;line-height:1.8;margin:0 0 1rem;">Mr. Naidu said advanced security features including blockchain technology, QR codes, and digital lockers had been introduced to prevent tampering with land records. He added that the Land Titling Act had been repealed to better safeguard property rights, and that 100 per cent auto-mutation had been implemented for sale, gift, and partition deeds.</p>
<p style="font-size:16px;line-height:1.8;margin:0 0 1rem;">On land encumbrances, the Chief Minister said 1.37 lakh acres of village service inam lands had been removed from the Section 22-A prohibited list, with steps under way to free another one lakh acres. Registration charges had also been simplified, with properties valued up to ₹10 lakh attracting a flat fee of ₹100, and those above that threshold charged ₹1,000.</p>
<h2 style="font-size:18px;font-weight:500;margin:1.5rem 0 0.5rem;"><strong>Attack on opposition conduct</strong></h2>

<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Under the existing system, zonal offices independently managed recruitments for posts including Staff Nurses, Radiographers, Pharmacy Assistants, Malaria Officers, Statistical Officers, Deputy Statistical Officers, and Medical Record Technicians. The process — spanning receipt of applications, scrutiny, handling of objections, finalisation of selection lists, counselling, and posting orders — was handled entirely at the regional level.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The limitations of this arrangement came into sharp focus recently when the Rajamahendravaram zonal office issued a notification for around 310 nursing posts and received nearly 12,000 applications in response. Verifying qualifications, seniority, and other details took up to three months, with the office relying on temporary data entry operators and senior assistants to manage the workload. Each zonal office operates with an average staff strength of only about 15 personnel, from record assistants to superintendents.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The Minister said the centralisation of this process would relieve considerable administrative pressure on zonal offices, freeing their staff to focus on employee promotions, service matters, and other governance responsibilities.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Recruitment Board's Track Record</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The APMSR B already handles State-level appointments, including Medical Officers, Assistant Professors, Psychiatrists, and other specialised posts, based on indents received from the Directorates of Medical Education, Public Health, Secondary Health, and AYUSH. Counselling and posting orders, however, continue to be issued by the respective Heads of Department.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The Board's established processes were recently applied to the appointment of 482 doctors under the Directorate of Public Health, and the same framework will now be extended to zonal-level posts.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Since June 2024, the APMSR B has completed 2,310 recruitments up to March 31, 2026. The Minister also announced that the Board would shortly take up the filling of 317 Assistant Professor posts in teaching hospitals.</p>

<p><br />Officials informed that Rs 1,848 crore towards Provident Fund dues has  been credited directly into employees’ accounts and Rs 76 crore has been disbursed under Group Life Insurance covering 4,793 beneficiaries.The other <br />payments in progress include Rs 3,411 crore towards gratuity dues,  Rs 1,800 crore towards leave encashment for retired employees and  Rs 223 crore towards additional surrendered leave dues for police personnel.<br />These payments are expected to be completed within the next two days.<br />The Chief Minister directed that all pending dues, including employee-related and other bills, should be cleared systematically based on fund availability.</p>
<p>During the review, past issues related to employee funds under the previous regime were also discussed. It was noted that diversion of employee funds had caused hardships, and even those who raised concerns reportedly faced legal harassment.<br />The Chief Minister also reviewed pending payments to contractors and material suppliers. Officials stated that Rs 614 crore has already been paid to small contractors for works executed and materials supplied.<br />The Chief Minister emphasized that priority must be given to small contractors in clearing pending bills going forward.<br /><br /></p>]]></content:encoded>

The achievement is particularly significant given the state's trajectory: AP SACS was ranked seventh on the same parameters during the corresponding period in 2024-25, and had slipped to 12th place by the close of that financial year.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>A Steady Climb Through the Year</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The turnaround has been swift and consistent. In the first quarter of 2025-26 (April to June), AP SACS secured second position. It then rose to first place in both the second quarter (July to September) and the third quarter (October to December), consolidating its lead in the cumulative nine-month ranking. NACO evaluates and publishes a cumulative scorecard for all state AIDS control bodies every quarter in accordance with its established guidelines.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Minister Satya Kumar Yadav attributed the improved performance to a series of planned and targeted interventions undertaken by the alliance government from the beginning of the 2025-26 financial year, aimed at strengthening HIV case management and improving the quality of care extended to those affected.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Focus on Vulnerable and Marginalised Groups</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">AP SACS Project Director (in-charge) Roninki Gopalakrishna highlighted that the state had achieved full compliance — a perfect score — on several critical indicators. These included conducting regular HIV diagnostic tests for inmates in central, district, and sub-jails, as well as for residents of orphanages, juvenile homes, and women who have been victims of trafficking.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The state also received high scores for its effective coordination with 36 non-governmental organisations working with high-risk groups, the operation of de-addiction centres catering to intravenous drug users, and the performance of Disha surveillance centres at the district level.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Out of the total 33 indicators, AP SACS recorded a lead position in 25, underlining the breadth of its performance improvement rather than gains confined to select categories.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><span style="color:rgb(186,55,42);"><strong>Significant Decline in New Infections</strong></span></p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Beyond institutional rankings, the data points to a broader public health achievement. Between 2010 and 2025, Andhra Pradesh recorded a 76.9 per cent reduction in new HIV infections — considerably higher than the national average decline of 48 per cent over the same period. Officials described this as a particularly noteworthy outcome that reflects sustained efforts over more than a decade.</p>

<p>*అమరావతి ( జర్నలిస్ట్ ఫైల్ ) : రాష్ట్రానికి 'మొంథా' తుఫాను పొంచివున్న నేపథ్యంలో ముఖ్యమంత్రి నారా చంద్రబాబు నాయుడు అన్ని జిల్లాల కలెక్టర్లు, ఎస్పీలు, ఇతర ఉన్నతాధికారులతో శనివారం టెలికాన్ఫరెన్స్ నిర్వహించారు. ‘మొంథా’ తుపాన్ రాష్ట్రంపై ఈనెల 26, 27, 28, 29 తేదీల్లో తీవ్ర ప్రభావం చూపించనుందని వాతావరణ శాఖ రెడ్ అలెర్ట్ జారీ చేయడంతో అధికారులు అప్రమత్తంగా వ్యవహరించాలని సీఎం సూచించారు. ప్రధానంగా ఈ నెల 28న సాయంత్రం కాకినాడ సమీపంలో ‘మొంథా’ తీవ్ర తుపానుగా మారి తీరం దాటుతుందని, ఆ సమయంలో గంటకు 90 నుంచి 110 కిలోమీటర్ల వేగంతో గాలులు వీచే అవకాశం ఉన్నందున ముందు జాగ్రత్త చర్యలు తీసుకోవాలని స్పష్టం చేశారు. శ్రీకాకుళం జిల్లా నుంచి తిరుపతి వరకూ దీని ప్రభావం ఉంటుందని... 80 నుంచి 100 మి.మీ. మేర భారీ వర్షాలు కురిసే అవకాశం ఉందని, వరదల నుంచి ఎటువంటి ఆస్తి, ప్రాణ నష్టం వాటిళ్లకుండా ఇప్పటి నుంచే సన్నాహక చర్యలు సమగ్రంగా చేపట్టాలని ఆదేశించారు. ప్రతీ జిల్లా కలెక్టర్ తుఫాన్ రక్షణ చర్యలకు ప్రత్యేక ప్రణాళిక సిద్ధం చేసుకుని... తగిన వనరులతో సన్నద్ధంగా ఉండాలని చెప్పారు. తీరప్రాంత ప్రజలకు తుఫానుపై అవగాహన కల్పించి వారిని సురక్షిత ప్రాంతాలకు తరలించాలని సూచించారు. అవసరమైతే విద్యా సంస్థలకు సెలవు ప్రకటించాలని చెప్పారు. అన్ని ప్రధాన, మధ్య తరహా రిజర్వాయర్లలో నీటిమట్టాలను పర్యవేక్షించి నీటి విడుదల శాస్త్రీయంగా జరపాలన్నారు. రియల్ టైమ్‌లో వచ్చే సమాచారాన్ని తక్షణం ప్రభుత్వ యంత్రాంగంలోని కింది స్థాయి వరకు తీసుకువెళ్లాలని చెప్పారు. ఎన్డీఆర్ఎఫ్, ఎస్డీఆర్‌ఎఫ్  బృందాలను ముందుగానే సిద్ధం చేయాలని ఆదేశించారు. కాకినాడలో హాస్పిటల్ ఆన్ వీల్స్ సేవలను ప్రారంభించాలని సూచించారు. ఆర్ అండ్ బీ, విద్యుత్, నీటిపారుదల, మున్సిపల్, పంచాయతీరాజ్ శాఖలు అన్నీ అప్రమత్తంగా ఉండాలన్నారు. తాగునీరు, విద్యుత్ సరఫరా, మొబైల్ టవర్స్, సివిల్ సప్లైస్ వంటి అత్యవసర సేవలు నిరంతరం కొనసాగేలా చూడాలని నిర్దేశించారు. తుఫాన్ ప్రభావిత జిల్లాలకు ఇన్‌ఛార్జి అధికారులను నియమించి, తుఫాను నష్ట నివారణకు చర్యలు తీసుకోవాలని ఆదేశించారు.<br /><br /></p>]]></content:encoded>
