In a detailed statement released here, the Minister said the state's Total Fertility Rate — the average number of children a woman bears in her lifetime — had fallen to an alarming 1.50, well below the replacement level of 2.10 required for population stabilisation.

Announcing that the state government had formulated a new Population Stabilisation Policy Framework, the Minister said the document would be placed in the public domain shortly, on the directions of Chief Minister N. Chandrababu Naidu, for wide consultation among citizens, media, and other stakeholders.

A Demographic Shift in the Making

Presenting a sobering statistical picture, the Minister said the state's population growth rate had declined from 7.10 per cent during 2011–15 to 1.70 per cent at present, and was projected to fall further to 0.30 per cent by 2035 if the current trend continued. The fertility rate, which stood at 1.68 not long ago, has already slipped to 1.50 and risks declining further without corrective intervention.

The Minister pointed to a widening generational imbalance. The median age of Andhra Pradesh's population currently stands at 32.50 years, compared to the national median of 28 years — a gap that he said illustrated how much faster the state's population was ageing relative to the rest of the country.

Projections underlying the new policy framework paint a stark picture: the share of children below 14 years in the state's population, which stood at 25 per cent in 2011, is expected to fall to 15 per cent by 2036. Simultaneously, the proportion of those above 60 years is projected to nearly double from 10 per cent to 19 per cent by 2036, and rise further to 23 per cent by 2047 — a trajectory that the Minister warned would seriously impede the state's Swarna Andhra development goals.

"If the present trend continues, the demographic dividend we currently enjoy will disappear by 2040, and we will instead be burdened with a rapidly ageing population," the Minister cautioned.

A New Policy Direction

Marking a significant departure from decades of population control policy, the new framework shifts its focus from limiting family size to creating conditions under which families voluntarily choose to have more children. The Minister said the earlier policy of state-directed family planning targets had run its course and that the time had come to build a supportive environment for larger families.

The framework is built around five pillars — Matrutva (maternal and child health), Sanjeevani (lifelong health monitoring through individual health records), Shakti (women's empowerment), Kshema (dignified and productive ageing), and Naipunya (skill development across life stages) — each designed to reinforce the other in a mutually supportive architecture.

Women's Empowerment at the Centre

The Minister underlined that women's empowerment was central to the success of the new policy. The framework aims to raise women's participation in the workforce from the current level to 60 per cent — an increase of over 25 percentage points — over the next decade, which the government estimates would contribute a 15 per cent increase in the state's Gross State Domestic Product.

The policy also proposes to bring down the proportion of women undergoing sterilisation from the current 70 per cent to 50 per cent within five years, and to extend free infertility treatment services to the estimated 12 lakh families in the state facing fertility-related challenges.

Chief Minister's Initiative

Attributing the policy initiative to Chief Minister Naidu's foresight in anticipating long-term demographic challenges, the Minister said the framework had emerged from the Chief Minister's thinking on proactively addressing problems before they reached a point of no return.

The Minister called on the public, media, and civil society to engage actively with the policy document once released, and to support the building of a broader social movement around population stabilisation. "The next ten years are critical. We must achieve a fertility rate of 2.10 by 2035 to lay the foundation for a stable and prosperous Andhra Pradesh," he said.

Vijayawada ( Journalist File ): Andhra Pradesh Chief Minister N. Chandrababu Naidu unveiled the 'Swarna Andhra Vision-2047' document at a grand event held at Indira Gandhi Stadium, Vijayawada. The event saw the participation of Deputy Chief Minister Pawan Kalyan, state ministers, senior officials, and over 25,000 attendees from Krishna, Guntur, and NTR districts. The Vision-2047 document outlines the state's roadmap towards a prosperous and equitable future, with a special focus on eliminating poverty and reducing economic inequalities.

Speaking at the event, CM Naidu emphasized that the primary goal of Vision-2047 is to ensure health, wealth, and happiness for all citizens. He stressed the need to transform society by eradicating poverty and urged a collaborative effort between the government, the people, and private partners to achieve this goal under the P4 (Public-Private Partnership) model.

The Chief Minister further highlighted that under the Vision-2047 framework, every household should aspire to produce an industrialist, echoing the success of the previous Vision 2020 initiative, which saw a significant rise in IT professionals from Andhra Pradesh. He expressed his ambition to see the state become a hub for industries, providing high-quality jobs and employment opportunities for all.

Addressing the need for balanced population growth in line with global trends, Naidu outlined plans to focus on skill development and human resource enhancement as the third key principle of the Vision document. He also prioritized water security for agriculture and industry, ensuring that the state is free from drought conditions in the near future.

Naidu further explained that Vision-2047 aims to revolutionize the state's development trajectory, which would ultimately change the future of the people and generations to come. He spoke of the hardships faced by the state in the past and stressed that despite these challenges, the government has worked tirelessly to draft a document that would lay the foundation for a prosperous Andhra Pradesh.

The CM also underscored his vision of elevating the Telugu community to the global forefront, with Andhra Pradesh becoming a leader in India by 2047. He outlined ambitious goals, including raising the state's per capita income from the current $3,000 to $42,000 by 2047.

During the event, CM Naidu interacted with students and women farmers, discussing their aspirations and the government's initiatives for women’s economic empowerment. Students shared their hopes for a leading role for Andhra Pradesh in the country by 2047, while women farmers highlighted challenges in the aqua production sector.

The event concluded with the release of a special video showcasing the details of the Swarna Andhra Vision-2047 document, reflecting the state’s commitment to achieving its goals and improving the lives of its citizens.

In a stirring address at the launch of the Swarnandhra Vision-2047 at Indira Gandhi Stadium in Vijayawada, Andhra Pradesh Deputy Chief Minister Pawan Kalyan underscored the critical role of senior bureaucrats in translating the state’s Vision Document into action. Speaking candidly, Kalyan pointed out that had the higher officials acted with determination in the past five years, many of the current issues could have been avoided. He emphasized that the bureaucrats are the key link between the government and the people, tasked with ensuring the vision laid out by the Chief Minister reaches every corner of the state effectively.

Kalyan urged the senior officials not to repeat the past mistakes of indecision and fear but to take bold and responsible actions to carry forward the Vision Document. He stressed that it is their duty to effectively communicate and implement the vision designed by the Chief Minister. “The responsibility to take the Vision Document to the people lies with the senior officials,” he said, calling for greater accountability in fulfilling this task. He also praised the electorate for delivering a strong mandate in the recent elections, reinforcing that public participation is essential in realizing the state's developmental goals. "It is through people’s participation and involvement that we can work together for substantial change," Kalyan added.

The Deputy Chief Minister highlighted the importance of maintaining the responsibility and dedication shown during the election period. He expressed his firm belief in the power of transparency, stating, "We must continue to demonstrate the same commitment we showed during the elections to ensure the successful implementation of the vision." Concluding with his signature straightforwardness, Kalyan said, “My goal is simple—to ensure the progress of the state, and I will do so with transparency and commitment.”

Pawan Kalyan Hails N. Chandrababu Naidu as the Architect of Andhra Pradesh’s Progress

In addition to his discussion on the Vision Document, Pawan Kalyan took the opportunity to praise the leadership and foresight of former Chief Minister N. Chandrababu Naidu. Recalling Naidu's contributions to the state’s development, Kalyan described him as a visionary leader who had a transformative impact on the state’s economy, infrastructure, and overall progress.

Kalyan particularly highlighted Naidu’s role in shaping the Vision 2020 plan, which laid the groundwork for many of the state’s most significant achievements. He explained that after experiencing the difficulties of running his own political party, he gained a deeper appreciation for Naidu’s leadership and strategic thinking. "Only after leading my own party did I understand the challenges of governance. This gave me a new-found respect for Naidu’s vision and dedication," Kalyan remarked.

Kalyan also acknowledged Naidu’s monumental achievements, especially the development of Cyberabad, which today stands as a thriving IT hub. He described Naidu as the "architect" of Cyberabad, a place that has provided jobs to millions and transformed the region into a global tech destination. "What was once barren land has now become a booming metropolis, and it is all due to Naidu’s vision and persistence," Kalyan said. He pointed out that Naidu’s ability to envision and realize such a massive transformation demonstrated his commitment to the state’s progress.

The Deputy Chief Minister also reflected on the challenges Naidu faced, including the tragic destruction of the Twin Towers in the 2000s by terrorists. Kalyan noted that these towers, built under Naidu’s leadership, were symbolic of Andhra Pradesh’s modern aspirations. He criticized past leaders who failed to understand the value of such projects, which Naidu championed. "Despite facing numerous challenges, Naidu never wavered from his goal of progress for the people of Andhra Pradesh," Kalyan remarked.

Pawan Kalyan also praised Naidu's leadership style, particularly his patience, perseverance, and focus on public welfare. "Naidu always focused on the people’s dreams rather than personal gain. His leadership has always been about creating a better future for the people of Andhra Pradesh," Kalyan said. Expressing pride in working with Naidu, Kalyan stated, "It is an honor to work with such an experienced and visionary leader. His legacy of development is something we all need to carry forward."

In conclusion, Kalyan called for continued collaboration between political leaders, bureaucrats, and the people to achieve the goals set out in Swarnandhra Vision-2047. He stressed the importance of transparent, accountable leadership, with a strong commitment to the state’s progress. "Let us work together to bring this vision to life, for the betterment of every citizen of Andhra Pradesh," Kalyan urged.

Andhra Pradesh , Bapatla ( Journalist File ) : Chief Minister N. Chandrababu Naidu has asserted that the future of children lies in the hands of their parents and teachers. Speaking at the Mega Parent-Teacher Meeting held at Bapatla Municipal High School, Naidu emphasized the importance of continuous learning to reach greater heights and urged students to embrace technology and stay focused on education.

He expressed satisfaction over the participation of nearly 1.2 crore parents, teachers, and students in the state-wide initiative, which was conducted simultaneously in 45,000 schools. Naidu stated that such collaborative efforts could lead to significant changes in the education system. "If parents, teachers, students, and the government work in coordination, we can achieve remarkable goals," he said, adding that these meetings would become an annual event, held every December 7th.

Naidu recalled his own experiences of learning from his early teachers, stressing that students must focus on their studies and stay away from harmful addictions. He also pointed out the negative impact of technology, urging parents to ensure that children do not become slaves to smartphones. "Parents must monitor their children's use of technology and guide them towards its constructive use," he said. He also emphasized the need for vigilance regarding cybercrimes, which are ruining the lives of many young people.

The Chief Minister addressed the growing concern of drug use in the state, particularly the cultivation of cannabis in residential areas. He announced the establishment of the EAGLE system to combat the illegal transportation and use of drugs. "We will completely curb the use of cannabis and ensure that drugs do not become a part of our state’s narrative," Naidu vowed.

On the importance of the family system, Naidu spoke about the rich cultural heritage of India, contrasting it with practices in countries like Japan and the USA, where children are encouraged to support themselves through education and work. He underscored the significance of respecting elders and the role of family in fostering strong values.

Naidu also highlighted the need for a balanced approach to education, urging students to give equal attention to both academics and sports. "Participation in sports not only strengthens the body but also the mind," he said, reiterating the state's commitment to enhancing infrastructure in schools. He promised that all schools in the state would have digital libraries and labs by the next academic year. He also assured that incomplete classrooms in Bapatla Municipality would be completed and the facilities improved.

Later, the Chief Minister interacted with students at the school, encouraging them to study hard for a bright future. He also shared a meal with the students, reinforcing the importance of staying healthy and focused on education.

This event marks a significant step towards strengthening the education system in Andhra Pradesh, as the state government continues its efforts to improve infrastructure, provide quality education, and ensure the well-being of students.
