Special leave for radiographers, workload reduction for nurses and incentives for paramedical staff

AMARAVATI, September 4: The Andhra Pradesh Government has issued a series of orders aimed at addressing long-pending service-related issues faced by contract employees in the Health and Medical Education departments.

The measures follow representations made by the Contract Employees’ Joint Action Committee (JAC) to Health Minister Satya Kumar Yadav. Responding positively to their demands, the Minister directed officials to examine the issues and take appropriate action.

Following his directions, Health Department Secretary Veerapandian and Health and Family Welfare Commissioner Chakradhar Babu conducted reviews with the concerned officials. Subsequently, orders were issued providing relief to contract employees working in various healthcare institutions.

Special leave for radiographers

The government has provided a special benefit to contract radiographers and radiographic technicians who are exposed to radiation as part of their duties.

Eligible personnel working in X-ray and radiology departments of teaching hospitals will be granted 30 days of mandatory special leave after completing every 11 months of service, according to the orders.

The special leave will not be deducted from their regular leave account.

Staff deployment in PHCs

The government has also addressed the shortage of personnel and duty adjustments in Primary Health Centres (PHCs).

Officials have been instructed to utilise available staff based on local requirements. The services of Male Nursing Orderlies (MNOs) and Female Nursing Orderlies (FNOs) may be utilised during the day, while Sanitary Attendants and other support staff, as required, may be deployed during night hours.

The government has particularly emphasised using such personnel to support staff members assigned to night duties.

Steps to reduce nurses’ workload

Measures have also been introduced to reduce the burden of continuous 12-hour duties on nurses working in PHCs.

Where three nurses are posted at a PHC, duties should be adjusted through a rotation system even when one nurse is on leave. The government has directed officials to ensure that a nurse is not burdened with a continuous 12-hour duty during the daytime.

The available services of Auxiliary Nurse Midwives (ANMs) should also be effectively utilised to facilitate duty adjustments, the orders stated.

Clinical training for students at PHCs

The government has also permitted DMLT and B.Sc. MLT students to undergo clinical training at PHCs.

Under the guidelines, students undertaking six- or 12-month clinical training can undergo a one-month training programme at PHCs and Urban Primary Health Centres (UPHCs).

District Medical and Health Officers will identify and allot training centres to eligible students.

Incentives under NTR Vaidya Seva Trust

Another significant decision relates to incentives provided through the Dr. NTR Vaidya Seva Trust (NTRVST) for surgeries and medical procedures.

The government has directed that eligible contract paramedical employees who participate in surgeries and procedures should receive a prescribed share of the incentives along with doctors, based on their respective cadres.

Staff nurses, operation theatre technicians, anaesthesia technicians, laboratory technicians, pharmacists and other eligible supporting personnel are to be included in the incentive system according to the applicable norms.

The Health and Family Welfare Commissioner has also directed that details of surgeries conducted each month, the personnel who participated and the incentive amounts payable to them should be displayed on the notice board.

The latest orders are expected to provide relief to a large number of contract healthcare employees while also improving staff utilisation and service delivery at government health facilities across the State. 

Amaravati : In a significant move aimed at enhancing transparency and expediting appointments, the Andhra Pradesh Medical, Health and Family Welfare Department has decided to entrust the Andhra Pradesh Medical Services Recruitment Board (APMSR B) with the end-to-end management of zonal-level staff recruitments, Health Minister Satya Kumar Yadav announced on Wednesday.

The decision, which will come into effect for all future notifications, covers the entire recruitment cycle — from issuing notifications to finalising the selection list — for posts that were hitherto handled by the four zonal offices located at Visakhapatnam, Rajamahendravaram, Guntur, and Kadapa.

Why the Change Was Needed

Under the existing system, zonal offices independently managed recruitments for posts including Staff Nurses, Radiographers, Pharmacy Assistants, Malaria Officers, Statistical Officers, Deputy Statistical Officers, and Medical Record Technicians. The process — spanning receipt of applications, scrutiny, handling of objections, finalisation of selection lists, counselling, and posting orders — was handled entirely at the regional level.

The limitations of this arrangement came into sharp focus recently when the Rajamahendravaram zonal office issued a notification for around 310 nursing posts and received nearly 12,000 applications in response. Verifying qualifications, seniority, and other details took up to three months, with the office relying on temporary data entry operators and senior assistants to manage the workload. Each zonal office operates with an average staff strength of only about 15 personnel, from record assistants to superintendents.

The Minister said the centralisation of this process would relieve considerable administrative pressure on zonal offices, freeing their staff to focus on employee promotions, service matters, and other governance responsibilities.

Recruitment Board's Track Record

The APMSR B already handles State-level appointments, including Medical Officers, Assistant Professors, Psychiatrists, and other specialised posts, based on indents received from the Directorates of Medical Education, Public Health, Secondary Health, and AYUSH. Counselling and posting orders, however, continue to be issued by the respective Heads of Department.

The Board's established processes were recently applied to the appointment of 482 doctors under the Directorate of Public Health, and the same framework will now be extended to zonal-level posts.

Since June 2024, the APMSR B has completed 2,310 recruitments up to March 31, 2026. The Minister also announced that the Board would shortly take up the filling of 317 Assistant Professor posts in teaching hospitals.

Mr. Satya Kumar Yadav said the new arrangement, combined with the State government's ongoing commitment to zero-vacancy recruitment, would ensure that appointments are completed more swiftly and with greater accountability.

State climbs from 12th place to first in nine months; special focus on HIV testing in prisons, vulnerable institutions cited as key factor

AMARAVATI, APRIL 2: Andhra Pradesh has emerged as the top-ranked state in the country in HIV prevention and control, with the National AIDS Control Organisation (NACO) recognising the Andhra Pradesh AIDS Control Society (AP SACS) as the best-performing state AIDS control body for the nine-month period from April to December 2025-26. The development was announced by State Health and Medical Minister Satya Kumar Yadav.

AP SACS secured a score of 107 out of 141 across 33 designated performance indicators, translating to a score of 75.9 per cent — surpassing all other states in the country. The achievement is particularly significant given the state's trajectory: AP SACS was ranked seventh on the same parameters during the corresponding period in 2024-25, and had slipped to 12th place by the close of that financial year.

A Steady Climb Through the Year

The turnaround has been swift and consistent. In the first quarter of 2025-26 (April to June), AP SACS secured second position. It then rose to first place in both the second quarter (July to September) and the third quarter (October to December), consolidating its lead in the cumulative nine-month ranking. NACO evaluates and publishes a cumulative scorecard for all state AIDS control bodies every quarter in accordance with its established guidelines.

Minister Satya Kumar Yadav attributed the improved performance to a series of planned and targeted interventions undertaken by the alliance government from the beginning of the 2025-26 financial year, aimed at strengthening HIV case management and improving the quality of care extended to those affected.

Focus on Vulnerable and Marginalised Groups

AP SACS Project Director (in-charge) Roninki Gopalakrishna highlighted that the state had achieved full compliance — a perfect score — on several critical indicators. These included conducting regular HIV diagnostic tests for inmates in central, district, and sub-jails, as well as for residents of orphanages, juvenile homes, and women who have been victims of trafficking.

The state also received high scores for its effective coordination with 36 non-governmental organisations working with high-risk groups, the operation of de-addiction centres catering to intravenous drug users, and the performance of Disha surveillance centres at the district level.

Out of the total 33 indicators, AP SACS recorded a lead position in 25, underlining the breadth of its performance improvement rather than gains confined to select categories.

Significant Decline in New Infections

Beyond institutional rankings, the data points to a broader public health achievement. Between 2010 and 2025, Andhra Pradesh recorded a 76.9 per cent reduction in new HIV infections — considerably higher than the national average decline of 48 per cent over the same period. Officials described this as a particularly noteworthy outcome that reflects sustained efforts over more than a decade.

Mr. Gopalakrishna expressed confidence that AP SACS would maintain its momentum through the remainder of the financial year and continue to serve as a model for other states in the national HIV control programme.

Amaravati, April 1, 2026: In a significant step towards strengthening the state's public health infrastructure, the Andhra Pradesh government on Wednesday issued appointment orders to 482 doctors on a regular basis through the Directorate of Public Health (DPH), with the entire recruitment and counselling process conducted paperlessly and transparently through an online platform.

State Health and Medical Minister Satya Kumar Yadav announced the development, stating that those who have received their posting orders must report to duty within 15 days.

Background to the Recruitment Drive

The appointments follow a notification (13/2025) issued last year for the filling of 636 posts, covering Medical Officers at Primary Health Centres (PHCs) and Tutors at teaching hospitals. The notification drew nearly 5,000 applications. After scrutinising applications based on MBBS qualifications and applying reservation norms and other prescribed rules, the recruitment board published its selected list on March 11. Subsequently, options were invited from eligible candidates from Monday morning (11 a.m.) through Tuesday night (9 p.m.) for 611 posts, excluding the sports category. The option window was extended beyond the originally announced deadline at the request of candidates.

A Shift Towards Digital Transparency

Marking a departure from the earlier practice of conducting counselling through Zoom conferences — where candidates selected postings based on vacancies displayed on screen — this cycle introduced a fully online counselling mechanism to enhance transparency. Candidates submitted their preferences in priority order against hospital-wise advertised posts, and posting orders were generated and issued entirely through the digital platform, without any physical documentation.

Director of Public Health Dr. Padmavathi confirmed that of the 611 posts notified, 482 candidates responded and were issued posting orders accordingly. She noted that a portion of the postings included Tutor positions at teaching hospitals.

District-wise Distribution

Kadapa district recorded the highest number of postings in the state with 52, followed by Anantapur (34), Srikakulam (31), Kakinada (29), Kurnool (27), Palnadu (26), NTR district (23), Nandyal (19), Krishna (19), Prakasam (17), Eluru (17), Vizianagaram (16), West Godavari (15), Guntur (14), Parvathipuram Manyam (14), Ambedkar Konaseema (13), Alluri Sitarama Raju (13), East Godavari (12), Visakhapatnam (12), Chittoor (12), Markapuram (11), Sathya Sai (11), Annamayya (10), and Nellore (10). Remaining districts received fewer than ten postings each.

Dr. Padmavathi added that the 19 posts reserved under the Sports and Ex-Servicemen categories would be filled shortly. It may be recalled that in December 2024, a separate DPH notification had resulted in posting orders for 392 medical officers.

Towards Strengthening Rural Healthcare

The fresh appointments are expected to address longstanding vacancies at PHCs across the state, where the shortage of doctors has been a persistent concern, particularly in remote and tribal areas. Health Minister Satya Kumar Yadav said the government remained committed to ensuring that quality healthcare reached every corner of Andhra Pradesh through timely recruitment and deployment of medical personnel.

రూ.140  కోట్లతో రాష్ట్రంలో ఆహార భ‌ద్ర‌తా ప్ర‌మాణాల్ని మెరుగుప‌ర్చ‌డం ద్వారా గ‌ణ‌నీయ‌మైన అభివృద్ధిని సాధించామ‌ని  ఫుడ్ సేఫ్టీ క‌మీష‌న‌ర్ సి.హ‌రికిర‌ణ్ పేర్కొన్నారు. అతి త్వ‌ర‌లో ఫుడ్ సేఫ్టీ ఆఫీస‌ర్ల నియామ‌క ప్ర‌క్రియ‌ను ప్రారంభించి పూర్తి స్థాయిలో సిబ్బందిని అందుబాటులోకి తీసుకొస్తామ‌న్నారు.

 గతంలో వైఎస్సార్ ముఖ్యమంత్రిగా ఉన్న కాలంలో కడప జిల్లా అభివృద్ధి పథంలో దూసుకెళ్లిందని, ఈ మేరకు ఆయన సేవలను మరువలేమని తెలిపారు. అయితే, కడప జిల్లాకు ఉన్న చారిత్రక పునాది, దాని ఆధ్యాత్మిక ప్రాముఖ్యత దృష్ట్యా, ఇప్పటి వైయస్సార్ జిల్లాకు "వైయస్సార్ కడప" అనే పేరు పెట్టడం సముచితమని అన్నారు.

ఈ ప్రస్తావన గతంలో శాసనసభలో కూడా చేయడం జరిగిందని మంత్రి తెలిపారు. శ్రీవారి భక్తులు, స్థానిక ప్రజలు కడప జిల్లా పేరును మార్చడంపై అసంతృప్తి వ్యక్తం చేసినప్పటికీ, భయం కారణంగా ఎవరూ గొంతెత్తి మాట్లాడలేకపోయారని ఆయన అభిప్రాయపడ్డారు. "కడప జిల్లాకు వైయస్ రాజశేఖర్ రెడ్డి గారి పేరు కొనసాగుతూనే, చారిత్రకంగా సమ్మతమైన పేరు ‘వైయస్సార్ కడప’ కావాలని" మంత్రి సత్య కుమార్ యాదవ్ ప్రభుత్వాన్ని అభ్యర్థించారు.
