GUWAHATI, May 12: Himanta Biswa Sarma was sworn in as Chief Minister of Assam for the second consecutive term on Tuesday, following a decisive victory by the National Democratic Alliance in the recently concluded state assembly elections. The oath-taking ceremony was held at the Veterinary College Field in Guwahati.

Prime Minister Narendra Modi, Union Home Minister Amit Shah, Defence Minister Rajnath Singh, BJP national president Nitin Nabin, Andhra Pradesh Chief Minister Nara Chandrababu Naidu, Minister Nara Lokesh, several senior Union Ministers, and NDA chief ministers and deputy chief ministers from across the country attended the ceremony.

Along with Sarma, four cabinet ministers were also administered the oath of office on Tuesday. The ministerial berths were distributed among NDA constituent parties — the Bharatiya Janata Party, the Asom Gana Parishad and the Bodoland People's Front. Atul Bora of the Asom Gana Parishad, Charan Boro of the Bodoland People's Front, and Rameshwar Teli and Ajanta Neog of the BJP took oath as ministers in the new cabinet.

The NDA's emphatic performance in the Assam assembly elections, winning 81 of the 126 seats, paved the way for the alliance to return to power in the northeastern state for a third consecutive term — a feat that underscores the consolidation of the ruling coalition's political base in the region.

Sarma, who first assumed office as Chief Minister in 2021, has been the dominant face of BJP's political expansion in the northeast. His return to power with a strengthened mandate is widely seen as an endorsement of his administration's governance record over the past term.

Amaravati, April 13: The Andhra Pradesh Secretariat Association has welcomed the State government’s decision to clear employee arrears and urged expeditious action on long-pending promotions.

Association President G. Rama Krishna met Chief Minister N. Chandrababu Naidu on Monday and conveyed the employee community’s appreciation for declaring Amaravati as the permanent capital of Andhra Pradesh. He also expressed gratitude for the release of ₹7,358 crore towards clearing arrear bills of serving and retired employees.

Speaking to the media after the meeting, Rama Krishna said the government had cleared nearly ₹21,000 crore out of the total pending liability of ₹30,000 crore that existed when the current administration assumed office in June 2024. “In just 21 months, the government has shown a strong commitment to fulfilling its obligations to employees,” he noted.

He further appreciated the personal initiative taken by Chief Minister Chandrababu Naidu, IT and Education Minister Nara Lokesh, and Finance Minister P. Kesav in addressing employee welfare issues. “We are thankful to the leadership for prioritising these long-pending dues,” he added.

Push for Promotions

During the meeting, the Association also urged the Chief Minister to direct officials to expedite promotions in key departments, including the General Administration, Finance, and the Legislative Assembly Secretariat.

Rama Krishna pointed out that promotions in these departments have been pending for a long time and stressed the need for early resolution to boost employee morale and improve administrative efficiency.

The Association expressed confidence that the government would continue to address the remaining arrears and service-related issues with the same urgency shown so far.

AMARAVATI: The Andhra Pradesh government on Thursday initiated the process of drafting legislation to ban children below the age of 13 from accessing social media platforms, with Minister for Education, IT and Electronics Nara Lokesh directing officials to prepare a framework of rules and a draft law at the earliest.

A group of ministers convened a meeting at Undavalli with representatives of major social media platforms and senior officials to deliberate on policy options for safeguarding children's digital wellbeing. Mr. Lokesh, who chaired the session, said the government was determined to shield minors from the harmful effects of unregulated social media exposure while ensuring that creativity among children was not stifled in the process.

Age-appropriate content and verification

Mr. Lokesh directed officials to frame rules that would make age-appropriate content available to children between 13 and 16 years, ensuring they were not exposed to sensitive or harmful material. He asked officials to study best practices from countries that had moved ahead on child digital safety legislation, specifically citing Australia, Singapore, and Denmark as models worth examining.

On age verification, the Minister directed officials to explore the use of age tokens linked to DigiLocker — the government's digital document repository — as a technically robust means of verifying users' ages on platforms. He said the government would submit a report to the Central government on aspects falling within the Union's legislative domain, following a period of public consultation.

Mr. Lokesh also directed that steps be taken immediately to appoint an adjudicating authority under Section 46 of the Information Technology Act, which deals with disputes arising from online harm.

Awareness and hate speech

The Minister announced a State-wide awareness campaign on the adverse effects of social media on children. He said teachers would brief students on No Bag Days, and that the twice-yearly Mega Parent-Teacher Meetings would also be used to sensitise both parents and students. Awareness sessions for women's self-help groups on online safety were also planned, he said.

"Those who post derogatory or hate-filled remarks against women on social media will face strict action. We will not allow digital spaces to become unsafe for women."

Platforms pledge cooperation

Representatives of Meta, YouTube, X (formerly Twitter), ShareChat, and Josh were among those present at the meeting. They briefed the ministerial group on existing policies for handling sensitive content and the grievance redressal mechanisms currently in place on their respective platforms. All platform representatives expressed their willingness to extend full cooperation to the State government's initiative.

The meeting was also attended by Ministers Vangalapudi Anitha, Nadendla Manohar, and Satya Kumar Yadav, along with senior officials including GAD Principal Secretary Shyamala Rao, IG (Eagle and Cyber Crime in-charge) AK Ravi Krishna, and SP (Cyber Crime) Adiraj Singh Rana.

ఆయన మాట్లాడుతూ ఆరు సంవత్సరాలుగా శాశ్వత స్థానాలు లేక ఇబ్బందులు ఎదుర్కొన్న భాషా పండితులకు ఈ పదోన్నతులు సంతోషాన్ని తెచ్చాయని చెప్పారు. గతంలో వారిని ప్రాథమిక పాఠశాల ప్రధానోపాధ్యాయులుగా నియమించగా, ఇప్పుడు అదే పోస్టులో కొనసాగుతూ తెలుగు స్కూల్ అసిస్టెంట్‌గా పదోన్నతి ఇవ్వడం ఆనందదాయకమని పేర్కొన్నారు.

ఈ నిర్ణయానికి సహకరించిన విద్యాశాఖ మంత్రి నారా లోకేష్, ప్రిన్సిపల్ సెక్రటరీ కోన శశిధర్, కమిషనర్ విజయరామరాజుకు ధన్యవాదాలు తెలిపారు. భాషా పండితుల సమస్య పరిష్కారం కోసం ఎస్‌ఎల్‌టిఎ నేతలతో కలిసి శశిధర్‌ను కలిసిన సమయంలో ఇచ్చిన హామీ ఫలితంగానే ఈ పదోన్నతులు సాధ్యమయ్యాయని ఆయన గుర్తుచేశారు.

అమరావతి ( జర్నలిస్ట్ ఫైల్ ) : పాఠశాల విద్యలో అంతర్ జిల్లాల బదిలీల ఉత్తరువు జారీ చేయడం పట్ల ఏపీటీఎఫ్ రాష్ట్ర అధ్యక్ష, ప్రధాన కార్యదర్శులు జి.హృదయ రాజు, యస్.చిరంజీవి హర్షం తెలియజేశారు.గత నాలుగు సంవత్సరముల నుండి అంతర్ జిల్లా బదిలీలు నిర్వహించాలని ప్రభుత్వాలకు ఏపీటీఎఫ్ ప్రాతినిధ్యం చేయడం నేడు ఉత్తరువు జారీ చేయడం జరిగింది. ఇందులో కు స్పౌజ్ కు సంబంధించి 134 మంది, మ్యూచువల్ కు సంబంధించి 124 మంది ప్రధానోపాధ్యాయులు, వివిధ కేడర్ల ఉపాధ్యాయులు మొత్తం 258 మందికి ఈ బదిలీలు నిర్వహిస్తున్నారని తెలిపారు.  డీఎస్సీ నియామకాల కంటే ముందే నిర్వహించాలని ప్రభుత్వాన్ని కోరగా సానుకూలంగా స్పందించి ఈ బదిలీలు చేపడుతున్నందుకు విద్యాశాఖ మంత్రి నారా లోకేష్ గారికి, ప్రభుత్వ కార్యదర్శి కోన శశిధర్ గారికి, పాఠశాల విద్య డైరెక్టర్ విజయరామరాజు గారికి ధన్యవాదములు తెలిపారు. ఐతే స్పౌజ్ విషయంలో చాలా మందిని అనర్హులుగా చేసి అవకాశం ఇవ్వకపోవడం బాధాకరం అని, వారికి కూడా పునఃపరిశీలించి అంతర్ జిల్లా బదిలీలకు అవకాశం కల్పించాలని ఏపీటీఎఫ్ పక్షాన డిమాండ్ చేశారు.
