Amaravati, September 5: Andhra Pradesh Secretariat Association president G. Ramakrishna has thanked Chief Minister N. Chandrababu Naidu for responding positively to employees’ concerns and taking several key decisions to provide relief to government employees.

Mr. Ramakrishna said the Chief Minister’s assurance that the government would address employees’ issues in a phased manner had instilled confidence among the workforce. He said a high-level meeting with representatives of employees’ associations, chaired by the Chief Minister on Saturday, was held in a positive atmosphere.

Several issues concerning the welfare of Secretariat employees were raised at the meeting, including allotment of house sites, appointment of a Pay Revision Commission (PRC) chairman, allocation of a dedicated tower for the State Secretariat in the proposed new government buildings complex, payment of pending bills, streamlining of the Employees Health Scheme (EHS) and finding a permanent and acceptable solution to the Contributory Pension Scheme (CPS).

The government has decided to release two instalments of Dearness Allowance (DA) together, providing financial relief to employees, Mr. Ramakrishna said. The DA would be applicable from October 1, 2026. The government has also assured that a PRC chairman would be appointed immediately to expedite the pay revision process.

The government has decided to clear one surrender leave bill by Sankranti, according to Mr. Ramakrishna. It has also assured that steps would be taken to restore the additional quantum of pension that was available earlier and that a decision on Interim Relief (IR) would be taken shortly.

For police personnel, the government has decided to make payment for additional surrender leave from October, he said. The Chief Minister also assured that the issue of allotment of house sites to State Secretariat employees would be resolved at the earliest.

On the EHS, the government said steps would be taken to ensure that the respective government and employee contributions are deposited regularly with the NTR Vaidya Seva Trust so that cashless medical services can be provided more effectively.

Mr. Ramakrishna said the Chief Minister had acknowledged that it would not be possible to resolve all employees’ issues at once, but assured that they would be addressed in a phased manner. He appealed to employees to extend their cooperation to the government in the process.

Despite the financial challenges being faced by the State, Mr. Ramakrishna expressed gratitude to Mr. Naidu for taking several immediate decisions on employees’ issues. He also thanked Finance Minister Payyavula Keshav and Revenue Minister Anagani Satya Prasad for taking special initiatives to resolve employees’ concerns.

In a statement issued on Saturday, Mr. Ramakrishna and the executive committee members of the Andhra Pradesh Secretariat Association conveyed their gratitude on behalf of the Secretariat employees.

GUNTUR, April 21: The Progressive Recognised Teachers Union (PRTU), Andhra Pradesh State unit, staged a peaceful dharna at the Guntur district headquarters on Tuesday, pressing a wide range of long-pending demands relating to service conditions, pay revisions, and welfare measures for teachers across the State. A memorandum embodying the demands was submitted to the District Collector.

Ghantasala Srinivasarao, Chairman of the AP JAC Guntur district unit and district president of AP NGGO, who attended the event as chief guest, said the problems faced by teachers had remained unresolved for a long time and called upon the government to respond promptly and take steps towards their redressal. He underlined that teacher welfare was indispensable to strengthening the education system.

Key demands

The union's demands centred on several service-related issues. These included the framing of comprehensive service rules, constitution of a new Pay Revision Commission (PRC) with a 30 per cent interior relief, and abolition of the Contributory Pension Scheme (CPS) with restoration of the Old Pension Scheme (OPS). Teachers who entered service through the 2003 DSC were specifically demanded to be brought under OPS. The union also called for clearance of pending Dearness Allowance arrears, GPF, APGLI, and Earned Leave encashment dues.

Other demands included restoration of GO 302, filling of Junior Lecturer promotion vacancies, implementation of the 70:30 ratio — allotting 70 per cent of Secondary Grade Teacher promotions to SA Telugu and Hindi posts — and opening of GPF accounts for Municipal Corporation teachers. The union further sought reclassification of School Complex Headmasters as Grade-1 HMs, and promotions for Urdu and Oriya language teachers.

Staffing and institutional demands

The union demanded appointment of Hostel Welfare Officers in tribal residential schools, deployment of Data Entry Operators in every high school and model primary school, and restriction of teacher rationalisation exercises to once every five years. It also sought exemption of in-service teachers from the Teacher Eligibility Test (TET).

Further, the PRTU called for merger of Kasturba Gandhi Balika Vidyalayas, Model Schools, and Gurukulas into the government system under the Master Teacher Scale (MTS), regularisation of Art, Craft, Drawing, and Physical Education teachers working under SSA as full-time employees, and extension of MTS benefits to CRT and CMRT staff with a 60 per cent wage hike.

The union also demanded implementation of the Employee Health Scheme (EHS) with insurance coverage for both government and private school teachers, and immediate resolution of issues faced by aided school teachers.

The leaders urged the District Collector to consider the demands sympathetically, recommend them to the State government, and take initiative for their early resolution.

Among those who participated were G.V.S. Ramakrishna, D. Srinivasareddy, Rambabau, Shyam Moses, M. Venkateswarrao, M. Chandrakishor, Y. Nagamani, and Sheikh Abdul Razak.

AMARAVATI, April 16: Leaders of the Andhra Pradesh Non-Gazetted Government Officers (NGGО) Association met Finance Department Joint Secretary Gautam Alladi at the Velagapudi Secretariat here and raised a range of pending issues concerning State government employees, pensioners, and contract staff.

The delegation was led by AP NGGО Association State president and AP JAC Chairman Alaparthi Vidyasagar, accompanied by State general secretary D.V. Ramana. They drew the attention of the Finance Department officials to the cases of employees, CPS staff, teachers, and pensioners who had not yet received their Dearness Allowance (DA) and Dearness Relief (DR) arrears paid in January 2026, owing to technical reasons.

Responding to the concerns raised, Finance Department officials assured the delegation that DR arrears due to pensioners who had not received their payments would be cleared within the current month itself. They further stated that steps would be taken to disburse DA arrears to employees, particularly CPS staff, by May. Those whose bills could not be processed due to technical glitches would be given a fresh opportunity to re-register their bills, officials added.

The delegation also raised the issue of MTS and Minimum Time Scale teachers who had registered on the Nidhi portal but had not received their salaries. Officials gave an assurance that bills would be drawn up and salary payments for those pending since last month would be completed this month itself.

On the matter of Earned Leave encashment arrears for pensioners, officials informed the delegation that although payments exceeding Rs. 7,000 crore had already been made, some arrears remained outstanding and would be cleared in instalments depending on the financial position of the State government.

The issue of salary-related difficulties faced by contract employees arising from registration on the Nidhi portal was also brought to the notice of officials during the meeting.

The meeting was attended by AP NGGО State secretary L. Rajneesh Babu, Guntur district president Ghantasala Srinivasarao, Capital City Unit organising secretary C.H. Sridhar, and A.P.S. Naidu.

గత ప్రభుత్వం ఉద్యోగులకు ఇచ్చే డీఏలను పైన ఇవ్వకపోవడం, రివర్స్ పిఆర్సీ నীতি ద్వారా అసహనాన్ని కలిగించడం వంటి పరిస్థితులకు తగిన పరిష్కారం ఈ కూటమి ప్రభుత్వం తీసుకువచ్చిందని వారు పేర్కొన్నారు. 2025 నవంబర్ 1 నుంచి జీతంతో 3.64% డీఏ, పిఎఫ్‌లో బకాయిల కల్పన, డీఎస్సీ 2003 ఉపాధ్యాయులకు పాత పెన్షన్ అమలు, మహిళా ఉద్యోగులకు 180 రోజుల చైల్డ్ కేర్ లీవ్ వంటి చర్యలు అందుబాటులో ఉంటాయని తెలిపారు.

అలాగే, టెట్పై సుప్రీంకోర్టు నిర్ణయానికి వ్యతిరేకంగా స్పెషల్ లీవ్ పిటిషన్ వేయటానికి అంగీకారం, మిగిలిన డీఏలు, ఇతర సమస్యలపై గ్రూప్ ఆఫ్ మినిస్టర్స్‌తో సంప్రదింపులు జరుపుతూ రాబోయే కాలంలో పూర్తి పరిష్కారం అందిస్తామని హామీ ఇచ్చిన నేపథ్యంలో ఉపాధ్యాయ, ఉద్యోగుల వర్గాల్లో సంతోషం నెలకొంది.

 అమరావతి (జర్నలిస్ట్ ఫైల్) : *ఉద్యోగులకు కేవలం ఒక డిఏ మాత్రమే ప్రకటించడంతో ఉద్యోగులలో కొంత నిరాశ ఉన్నప్పటికీ గత ప్రభుత్వం లో గతి తప్పిన డిఏ విధానాన్ని గాడిలో పెట్టడం హర్షణీయమని ఎస్సీ,ఎస్టీ ఎంప్లాయిస్ అసోసియేషన్ రాష్ట్ర అధ్యక్షుడు దేవరపల్లి బాబు పేర్కొన్నారు. అమరావతిలో సురేష్ బాబు మాట్లాడుతూ గత ఆరు సంవత్సరాలుగా పెరుగుతున్న ధరలకు అనుగుణంగా ఉద్యోగులకు చెల్లించాల్సిన కరవు భత్యాన్ని చెల్లించకపోవడం వల్ల రాష్ట్రంలో ఉద్యోగుల డిఏ విధానం గాడి తప్పిందన్నారు. ఆరు నెలలకు ఒకసారి కేంద్రప్రభుత్వం తమ ఉద్యోగులకు ఇచ్చే డిఏ ల ప్రకారం దామాషా పద్దతిలో రాష్ట్రంలో ఉద్యోగుల కు చెల్లించటం రాష్ట్రప్రభుత్వ కనీసబాధ్యత అని సురేష్ బాబు స్పష్టం చేశారు. వాస్తవంగా,న్యాయంగా ప్రభుత్వ ఉద్యోగులకు రావాల్సిన పెండింగ్ డీఏ బకాయిలను పిఆర్సీతో కలిపి  చెల్లించి అసలు వేతనాలు పెంచకుండా రివర్స్ పిఆర్సీ తో గత ప్రభుత్వం ఉద్యోగులను తీవ్ర అసంతృప్తి,అసహనానికి గురి చేసిందని గుర్తు చేశారు.ఉద్యోగ సంఘాలతో గౌరవప్రదంగా చర్చలు జరిపి అనంతరం వెంటనే ప్రభుత్వం డిఏ చెల్లింపు ప్రకటన చేయటం ఉద్యోగుల్లో ప్రభుత్వం పట్ల నమ్మకం కలిగిందన్నారు.పెండింగ్ లో ఉన్న మూడు డిఏ లలో మరో రెండు డిఏ లు సంక్రాంతి నాటికి చెల్లించి,పెండింగ్ లో ఉన్న మిగతా అంశాలపై ప్రభుత్వం రోడ్ మ్యాప్ ప్రకటించాలని సురేష్ బాబు కోరారు.

వినతిపత్రంలో ముఖ్యంగా డీఎస్సీ–2003 ఉపాధ్యాయులకు పాత పెన్షన్ విధానాన్ని అమలు చేయాలని, పెరుగుతున్న నిత్యావసరాల ధరల నేపథ్యంలో కరువు భత్యం మంజూరు చేయాలని కోరారు. కరోనా సమయంలో మరణించిన ఉపాధ్యాయుల కుటుంబాలకు కారుణ్య నియామకాలు చేపట్టాలని, పదోన్నతి సవరించిన కమిషన్‌ను ఏర్పాటు చేయాలని అభ్యర్థించారు.

అంతేకాక, మున్సిపల్ ఉపాధ్యాయులకు పెన్‌షన్ ఫండ్ సౌకర్యం కల్పించడం, అర్హత కలిగిన సెకండరీ గ్రేడ్ ఉపాధ్యాయులకు తెలుగు, హిందీ స్కూల్ అసిస్టెంట్ పదోన్నతులు ఇవ్వడం, వ్యాయామ ఉపాధ్యాయులు మరియు స్కూల్ అసిస్టెంట్ ఫిజికల్ ఎడ్యుకేషన్ పదోన్నతులు కల్పించడం కూడా వినతిపత్రంలో ప్రధాన డిమాండ్లుగా నిలిచాయి. డిఇఓ పూల్‌లో ఉన్న మున్సిపల్ లాంగ్వేజ్ పండిట్ ఉపాధ్యాయులుకు కూడా స్కూల్ అసిస్టెంట్ పదోన్నతులు ఇవ్వాలని కోరారు.

2022 మే నుండి ఆగిపోయిన ఎర్నింగ్స్ లీవ్ ఎంకాష్‌మెంట్ బిల్లులు మంజూరు చేయడం, వ్యాయామ ఉపాధ్యాయులకు క్రాష్ కోర్స్ ద్వారా ఫిజికల్ ఎడ్యుకేషన్ అర్హత కల్పించడం వంటి సమస్యల పరిష్కారం కోసం కూడా వినతిపత్రంలో విజ్ఞప్తి చేశారు. ఉపాధ్యాయుల కోసం ఎంతోకాలంగా పెండింగ్‌లో ఉన్న సమస్యలను ప్రభుత్వం పరిష్కరించినందుకు నోబుల్ టీచర్స్ అసోసియేషన్ ధన్యవాదాలు తెలిపారు.
