AMARAVATI, May 6: The Andhra Pradesh government on Wednesday dismissed 51 doctors serving under the Director of Medical Education (DME) for remaining absent from duty without authorisation, Health Minister Satya Kumar Yadav announced, warning that the state would brook no further negligence in public medical institutions.

The dismissed doctors include eight Associate Professors, 41 Assistant Professors, and two Tutors — several of whom had been absent from their posts for periods ranging from one year to as long as six years. The action was taken under Rule 3 of the Andhra Pradesh Civil Services (Conduct) Rules (Violation) — 1964, which empowers the government to treat prolonged unauthorised absence as deemed resignation.

"Show-cause notices were issued and adequate time was given to respond. Despite that, there was no response from these individuals," Satya Kumar Yadav said. "Those who are negligent in discharging their duties or who remain absent without authorisation will face strict action. There is absolutely no question of tolerating irresponsibility."

Absent for years, some since 2020

Among the Associate Professors dismissed, one attached to Andhra Medical College had been absent since February 7, 2020 — a period of over five years. Among the Assistant Professors, one had not reported for duty since August 22, 2022. The dismissed doctors belong to government medical colleges spread across the state, including those at Kadapa, Anantapur, Ongole, Tirupati, Vijayawada, Kakinada, Visakhapatnam, Vizianagaram, Rajamahendravaram, Eluru, Nellore, and Markapur.

Of the two Tutors dismissed, one had been absent for seven years — among the longest periods of unauthorised absence recorded in the exercise.

Charge memos bring eleven back to duty

The crackdown has already produced results in some cases. Eleven doctors who had been absent for under a year returned to duty after the DME issued charge memoranda. However, 33 others — comprising two Associate Professors and 31 Assistant Professors — have yet to report despite receiving notices, and face dismissal if they fail to join within the stipulated deadline.

In the Professor category, three individuals who had been absent for extended periods are expected to face similar punitive action shortly. Of five Professors served notices, two have since returned to duty.

Impact on patient care cited as primary concern

Officials noted that the prolonged absence of faculty from teaching hospitals had a direct and measurable impact on the quality of medical services available to patients. Many of the absentees had reportedly pursued private engagements while remaining on government rolls — a practice that had gone largely unchecked during the previous administration.

Following directions issued by the Minister, DME officials compiled detailed lists of absentees from across all government medical colleges before initiating formal proceedings under the applicable service rules.

The government has simultaneously indicated that vacancies arising from these dismissals will be filled promptly under its Zero Vacancy Policy, ensuring that the affected institutions are not left short-staffed in the interim.

With 33 more doctors yet to report and action pending against three Professors, further dismissals in the coming weeks appear likely.

VIJAYAWADA, April 16: State Minister for Medical, Health and Family Welfare Y. Satyakumar Yadav on Thursday stressed that timely medical intervention in the critical first hour following a road accident could significantly improve the chances of saving lives, and called for collective responsibility in making Andhra Pradesh a accident-free State.

The Minister was speaking at a State-level stakeholders' consultation on the PM RAHAT — Pradhan Mantri Road Accident Hospitalisation and Assured Treatment — scheme, held at the Dr. NTR Health University auditorium here. He described the Central government's scheme as playing a pivotal role in ensuring that accident victims receive emergency medical care without financial burden, offering cashless treatment up to Rs. 1.50 lakh with no requirement of advance payment.

Underlining the need for seamless coordination among all departments for the effective implementation of the scheme across the State, the Minister called upon hospitals, ambulance services, police, and other concerned agencies to work in close tandem to ensure that victims receive immediate assistance. He directed officials to create widespread public awareness about the scheme and emphasised that every hospital must have a thorough understanding of its provisions.

Expressing concern over the toll that road accidents take on families, the Minister noted that the loss of a breadwinner not only devastates a household financially but also jeopardises the future of children. He identified overspeeding, reckless driving, drunk driving, black spots on roads, and vehicles crossing dividers unexpectedly as the primary causes of accidents in the State.

The Minister said that the Golden Hour protocol was being effectively implemented through the 108 ambulance service, with the success rate of saving lives during the critical first hour having improved considerably compared to earlier. He also highlighted the ongoing implementation of the STEMI programme for cardiac emergencies, through which thousands of lives had been saved. He further informed that 14 Critical Care Blocks had been constructed across the State, with work on additional blocks under way.

18,380 Road Accidents Recorded in 2025

Medical and Health Department Principal Secretary Saurabh Gaur revealed that approximately 18,380 road accidents were recorded in the State in 2025, the majority of which occurred on National and State Highways and major roads. Overspeeding was identified as the primary cause, accounting for 79 per cent of all accidents, with wrong-side driving, drunk driving, and mobile phone use also cited as significant contributing factors. The highest number of accidents were recorded between 6 p.m. and 9 p.m., he said.

He added that the government was integrating public and private hospitals to ensure emergency medical care during the Golden Hour, and that Trauma Care Centres were being established at every 100-kilometre interval to improve accessibility of medical services.

130 Black Spots Identified in NTR District

NTR District Collector Dr. G. Lakshmisha said that approximately 130 accident-prone black spots had been identified in the district, with special measures being taken at 27 critical locations. The district administration has set a target of reducing accidents by 50 per cent over the next year. He also spoke of efforts to encourage Good Samaritans — citizens who voluntarily transport accident victims to hospitals — and said that monthly road safety committee meetings were being held to strengthen inter-departmental coordination.

The event was attended by Traffic DCP N. Suryachandraro, Joint Transport Commissioner S. Venkateswara Rao, Director of Medical Education Dr. Raghanandana Rao, and representatives of various hospitals.

VIJAYAWADA, April 16: State Minister for Medical and Health Sri Satyakumar Yadav on Thursday called upon government medical colleges to work towards securing rankings under the National Institutional Ranking Framework (NIRF), asserting that such recognition would lend them a distinct identity and enhance their standing in the academic world.

The Minister was speaking on the occasion of the inauguration of the Disease Monitoring and Decision Making Centre (DMDMC) at the NTR University of Health Sciences here, a facility being set up at a cost of Rs. 6 crore. He urged faculty and administrators to strive for the publication of research papers by State medical professionals in internationally reputed journals such as The Lancet.

Expressing concern over the lack of visible progress on the ground, the Minister noted that despite administrative approval orders having been issued for the development of teaching hospitals at an outlay of nearly Rs. 4,000 crore, tangible action remained elusive. He called upon hospital superintendents and college principals to act in a coordinated manner and take necessary steps without further delay. He also urged them to systematically harness the support being offered by alumni who are coming forward to contribute to the development of their alma mater. He stressed the need for continuous efforts to implement the 30-point agenda announced by the Medical and Health Department.

Suicides in Medical Colleges Must Be Prevented

State Medical and Health Department Principal Secretary Saurabh Gaur, addressing the gathering, urged principals of medical colleges to ensure that no student deaths by suicide occur on their campuses. Noting that there are approximately 7,000 faculty members across government and private medical colleges combined, he called upon each of them to closely observe and counsel at least 10 to 20 students, monitoring their behaviour and mental well-being. He informed that renowned psychiatrist Dr. Aparna is conducting special training programmes specifically targeting first-year MBBS students who are under stress.

The DMDMC will function under the Integrated Disease Surveillance Project (IDSP) within the purview of the Director of Public Health. The advanced technology at the centre will enable early detection of disease outbreaks at the district, mandal, and village levels, facilitating timely preventive action. The centre is also to be linked with the Advanced Warning Advisory for Resilient Ecosystem (AWARE) system, officials said.

The NTR Health University has already disbursed Rs. 10 lakh each to government medical colleges in Kurnool, Tirupati, and Visakhapatnam for the development of sports grounds to encourage student participation in athletics.

The university was also asked to initiate post-doctoral fellowship courses in the field of fertility. University Vice-Chancellor Dr. Chandrashekhar, Registrar Sai Sudhir, and Dr. Lakshmi Suryaprabha announced that new courses including BSc in Family Emergency Medicine and Forensic Nursing are to be introduced in medical colleges. Plans are also afoot to launch Biophysics courses in collaboration with IIT Chennai and IIT New Delhi. They requested that regulatory hurdles, including FCRA-related restrictions on receiving funds from abroad, be eased to facilitate construction and development work at teaching hospitals in Vijayawada, Visakhapatnam, Kakinada, and other centres.

Cheques Presented to Andhra and Kakinada Medical Colleges

Minister Satyakumar presented cheques of Rs. 10 lakh each to the principals of Andhra Medical College and Kakinada Medical College, Dr. Sandhyarani and Dr. Vishnuvardhan respectively, for undertaking sports infrastructure development on their campuses.

The Minister also inaugurated a 100 KW rooftop solar panel installation atop the NTR Health University building, set up under the Corporate Social Responsibility initiative of Canara Bank.

AMARAVATI, April 15: A devastating fire broke out in Kummaravalapalli village of Kadiri mandal in Sri Sathya Sai district on Wednesday, leaving four persons dead and at least 20 others injured. The incident triggered an immediate response from the State government, with Minister for Medical and Health Sri Satyakumar Yadav expressing profound shock over the loss of lives.

According to district officials, four persons died on the spot when the fire rapidly engulfed the area, leaving little time for escape. One person who sustained serious head injuries was shifted to the Government General Hospital (GGH) in Anantapur, where the individual is receiving specialised medical attention. The remaining 19 injured persons are currently undergoing treatment at the Kadiri Area Hospital.

Upon receiving information about the tragedy, Minister Satyakumar Yadav immediately got in touch with senior district officials to take stock of the situation. He issued strict directives to the hospital administration and health officials to ensure that the highest standard of medical care is extended to all victims without delay.

"Every possible measure must be taken to save lives," the Minister was quoted as telling officials, underlining the urgency of the situation.

The cause of the fire is yet to be officially determined, and district administration officials are conducting a detailed assessment of the site. The extent of damage to property is also being ascertained.

Further investigation into the incident is under way.

Amaravati: Andhra Pradesh Health Minister Satyakumar Yadav on Monday sounded a sharp warning over the state's sharply declining fertility rate, calling it a new kind of population time bomb that could trigger severe economic and social consequences if left unaddressed. In a detailed statement released here, the Minister said the state's Total Fertility Rate — the average number of children a woman bears in her lifetime — had fallen to an alarming 1.50, well below the replacement level of 2.10 required for population stabilisation.

Announcing that the state government had formulated a new Population Stabilisation Policy Framework, the Minister said the document would be placed in the public domain shortly, on the directions of Chief Minister N. Chandrababu Naidu, for wide consultation among citizens, media, and other stakeholders.

A Demographic Shift in the Making

Presenting a sobering statistical picture, the Minister said the state's population growth rate had declined from 7.10 per cent during 2011–15 to 1.70 per cent at present, and was projected to fall further to 0.30 per cent by 2035 if the current trend continued. The fertility rate, which stood at 1.68 not long ago, has already slipped to 1.50 and risks declining further without corrective intervention.

The Minister pointed to a widening generational imbalance. The median age of Andhra Pradesh's population currently stands at 32.50 years, compared to the national median of 28 years — a gap that he said illustrated how much faster the state's population was ageing relative to the rest of the country.

Projections underlying the new policy framework paint a stark picture: the share of children below 14 years in the state's population, which stood at 25 per cent in 2011, is expected to fall to 15 per cent by 2036. Simultaneously, the proportion of those above 60 years is projected to nearly double from 10 per cent to 19 per cent by 2036, and rise further to 23 per cent by 2047 — a trajectory that the Minister warned would seriously impede the state's Swarna Andhra development goals.

"If the present trend continues, the demographic dividend we currently enjoy will disappear by 2040, and we will instead be burdened with a rapidly ageing population," the Minister cautioned.

A New Policy Direction

Marking a significant departure from decades of population control policy, the new framework shifts its focus from limiting family size to creating conditions under which families voluntarily choose to have more children. The Minister said the earlier policy of state-directed family planning targets had run its course and that the time had come to build a supportive environment for larger families.

The framework is built around five pillars — Matrutva (maternal and child health), Sanjeevani (lifelong health monitoring through individual health records), Shakti (women's empowerment), Kshema (dignified and productive ageing), and Naipunya (skill development across life stages) — each designed to reinforce the other in a mutually supportive architecture.

Women's Empowerment at the Centre

The Minister underlined that women's empowerment was central to the success of the new policy. The framework aims to raise women's participation in the workforce from the current level to 60 per cent — an increase of over 25 percentage points — over the next decade, which the government estimates would contribute a 15 per cent increase in the state's Gross State Domestic Product.

The policy also proposes to bring down the proportion of women undergoing sterilisation from the current 70 per cent to 50 per cent within five years, and to extend free infertility treatment services to the estimated 12 lakh families in the state facing fertility-related challenges.

Chief Minister's Initiative

Attributing the policy initiative to Chief Minister Naidu's foresight in anticipating long-term demographic challenges, the Minister said the framework had emerged from the Chief Minister's thinking on proactively addressing problems before they reached a point of no return.

The Minister called on the public, media, and civil society to engage actively with the policy document once released, and to support the building of a broader social movement around population stabilisation. "The next ten years are critical. We must achieve a fertility rate of 2.10 by 2035 to lay the foundation for a stable and prosperous Andhra Pradesh," he said.

రాష్ట్రంలో కొత్తగా ఆయుష్ శాఖకు చెందిన ఐదు ఆస్పత్రులను, మూడు కాలేజీలను ఏర్పాటు చేయబోతున్నామన్నారు.. ఆయుష్ వ్యవస్థని మరింత పటిష్టపరిచే విధంగా బోధనా సిబ్బంది, బోధనేతర సిబ్బంది మొత్తం కలిపి 500 పోస్టుల నియామకాలు చేపట్టబోతున్నామన్నారు. విజయవాడ ఆయుర్వేద కళాశాలకు రాష్ట్ర ప్రభుత్వం 3 కోట్ల రూపాయల నిధులు మంజూరు చేసిందన్నారు. ఇంటిగ్రేటెడ్ ఆయుర్వేద కళాశాలలు  విశాఖపట్నం, కాకినాడ లలో  మంజూరు చేయడం జరిగిందన్నారు.. గత ప్రభుత్వం పూర్తి గా ఆయుష్ శాఖను నిర్వీర్యం చేసిందన్నారు.. కూటమి ప్రభుత్వం వచ్చిన సంవత్సరంలోనే మొదటి ఏడాది రూ. 83 కోట్లు, రెండో ఏడాది 166 కోట్లు మంజూరు చేశారన్నారు. గతంలో 2018 లో సెంట్రల్ రీసెర్చ్ ఇన్స్టిట్యూషన్ ఫర్  యోగా అండ్ నేచురోపతికి భూమిని కేటాయించగా, గత ప్రభుత్వం ఆ స్థలాన్ని వేరే యాక్టివిటీస్ కి ఇచ్చారని, అది కూడా నెరవేరలేదన్నారు. అంత ప్రతిష్టాత్మకమైన సంస్థను గత ప్రభుత్వం రాష్ట్రానికి రానివ్వకుండా చేసిందన్నారు.. కూటమి ప్రభుత్వం వచ్చిన తర్వాత ముఖ్యమంత్రి చంద్రబాబు నాయుడు అమరావతి ప్రాంతమైన ప్రత్తిపాడులో ఆ సంస్ధకు భూమిని కేటాయించి, రాబోయే 2 సంవత్సర కాలంలో నిర్మాణం పూర్తి చేసి  అందుబాటులో తీసుకొచ్చే ప్రయత్నం చేస్తున్నామన్నారు. దీనివల్ల ఆయుష్ లో అత్యాధునిక సాంకేతికతను అందుబాటులోకి వచ్చి అధునాతనమైన పరిశోధనలు చేయడానికి విద్యార్థులకు ఎంతో  ప్రయోజనకరంగా ఉంటుందన్నారు.

అమరావతి ( జర్నలిస్ట్ ఫైల్ ) : సుప్రీం కోర్టు ఆదేశాల మేరకు నేషనల్ టాస్క్ ఫోర్స్ ఉపకమిటీ ఆన్లైన్ ద్వారా శుక్రవారం సమావేశమైంది. ఈ సమావేశానికి NIMHANS బెంగళూరు డైరెక్టర్ అధ్యక్షత వహించగా, డైరెక్టర్ జనరల్ ఆఫ్ హెల్త్ పర్యవేక్షణలో వివిధ సమస్యలు, వాటి పరిష్కార మార్గాలపై చర్చ జరిగింది. ఈ సమావేశంలో అన్ని రాష్ట్రాల ఆరోగ్య విభాగం డైరెక్టర్లు మరియు వివిధ వైద్య అసోసియేషన్ల ప్రతినిధులు పాల్గొన్నారు.ఆంధ్రప్రదేశ్ నుంచి ఏపీ ప్రభుత్వ వైద్యుల సంఘం రాష్ట్ర అధ్యక్షులు డాక్టర్ డి. జయధీర్ సైతం పాల్గొన్నారు. ఇందులో ముఖ్యంగా మెడికల్ విద్యార్థులు మరియు పనిచేస్తున్న వైద్యుల సురక్షిత విధులపై మూడు గంటలకు పైగా విస్తృత చర్చ జరిగింది. ఈ చర్చ ఫలితంగా గౌరవ సుప్రీం కోర్టుకు నివేదిక సమర్పించడానికి సిద్దమైంది.

ఈ సందర్భంగా, జూనియర్ వైద్యుల పనిహారాలపై సుదీర్ఘంగా చర్చించి, నేషనల్ మెడికల్ కమిషన్ నిబంధనల ప్రకారం 12/24 గంటల విధులు, డ్యూటీ ఆఫ్ వ్యవస్థలో మార్పులు చేయాలని నిర్ణయం తీసుకున్నారు. అంతేకాకుండా, ఆసుపత్రుల్లో కోడ్ గ్రే ఖచ్చితంగా అమలు చేయాలని నిర్ణయించారు.

ఇంకా, అన్ని వైద్య కళాశాలలు మరియు జిల్లా ఆసుపత్రుల్లో లైంగిక వేధింపుల నిరోధక కమిటీ (POSH) ఖచ్చితంగా అమలు చేయాలని, అలాగే ఈ కమిటీ సభ్యులకు ప్రత్యేక శిక్షణ ఇవ్వనున్నట్లు తెలియజేశారు. లైంగిక వేధింపుల నిరోధక కమిటీ  కమిటీల్లో రిటైర్డ్ న్యాయమూర్తులు లేదా న్యాయ నిపుణులను సభ్యులుగా నియమించేలా మార్పులు చేయనున్నట్లు తెలిపారు.

ప్రొఫెషనల్ ఇన్డెమ్నిటీ పథకం కింద ప్రభుత్వ వైద్యులకు ఆయుష్మాన్ భారత్ పథకం ద్వారా బడ్జెట్ కేటాయింపు చేయడానికి ప్రయత్నాలు జరుగుతున్నాయి. అలాగే, ప్రతి సంవత్సరం విద్యార్థులు మరియు అధ్యాపకులకు తప్పనిసరి మానసిక ఆరోగ్య సపోర్ట్ మరియు స్క్రీనింగ్ నిర్వహించాలన్న ప్రతిపాదనను చర్చించారు.

సమావేశంలో ఆసుపత్రుల్లో భద్రత మరియు మౌలిక సదుపాయాలపై రెండు కమిటీలు త్వరలో నివేదికలు సమర్పించనున్నట్లు తెలిపారు. త్వరలో మరొక సమావేశం జరపడం కూడా నిర్ణయించారు.

రాష్ట్ర విద్యాశాఖలో అసిస్టెంట్ డైరెక్టర్లు అక్రమంగా రాజ్యమేలుతున్నారని, అక్రమ పదోన్నతులపై జ్యూడిషియల్ ఎంక్వయిరీ వేసి విచారణ జరిపి అకాడమిక్ పోస్ట్ ల నుండి వారిని రిలీవ్ చేయాలని, వారి అక్రమ పదోన్నతులు రద్దు చేయాలని డిమాండ్ చేశారు. ఈ అక్రమాలకు పాల్పడిన వారిపై చర్యలు తీసుకోవాలని విజ్ఞప్తి చేశారు.
