VIJAYAWADA, September 20, 2026 (Journalist File): The Andhra Pradesh NGGO Association has welcomed the state government's recent decisions on several long-pending employee demands and resolved to intensify efforts for the implementation of the assurances given by Chief Minister N. Chandrababu Naidu.
The decisions on the appointment of the Pay Revision Commission (PRC), release of two pending Dearness Allowances, payment of the government's matching contribution towards employee health cards and settlement of surrender leave dues were welcomed by the association's state executive committee.
The association also thanked the state government and congratulated its state president Alaparti Vidyasagar and general secretary D.V. Ramana for their efforts in pursuing the demands.
A meeting of the state executive committee was held at the association's state office in Gandhi Nagar, Vijayawada. District presidents, general secretaries and state-level NGGO leaders participated in the meeting and reviewed recent developments and issues concerning government employees.
Implementation of assurances remains priority
The association said the government's response to employee demands was encouraging but stressed that obtaining formal orders and ensuring their effective implementation would remain a key responsibility.
The executive committee particularly discussed notional increments for Village and Ward Secretariat employees, along with problems faced by contract and outsourcing personnel.
Alaparti Vidyasagar, who chaired the meeting, said the AP NGGO Association and AP JAC had played a significant role for decades in representing the interests of government employees.
He said the association would continue negotiations with the government to secure solutions to pending issues.
Vidyasagar said the additional quantum of pension would benefit around four lakh pensioners. He also welcomed the decision to release two DAs simultaneously and implement them with the September salary, with the amount scheduled to be paid on October 1.
Health-card contribution move welcomed
The association welcomed the decision to transfer the employee contribution and the government's matching grant directly to the Health Trust.
Vidyasagar said the move could help improve the functioning of the health-card scheme, which is intended to serve around 24 lakh employees and their family members.
He said the association would continue to work towards ensuring that the health-card system functions effectively for employees and their dependants.
Demands of Village and Ward secretariat and outsourcing employees
The association reiterated its demand for notional increments and implementation of the Automatic Advancement Scheme for Village and Ward Secretariat employees.
Vidyasagar said the issue had already been brought to the Chief Minister's attention and expressed the expectation that orders would be issued soon.
The association also plans to seek the inclusion of outsourcing employees in government welfare schemes and the sanction of interim relief for them.
Chalo Delhi programme on December 12
The state executive committee called upon employees from all 26 districts to participate in the Chalo Delhi programme to be organised at Ramlila Maidan in New Delhi on December 12 under the banner of the All India State Government Employees Federation.
The programme will focus on demands including pay revision, repeal of the PFRDA Bill, implementation of the Old Pension Scheme and a central policy for regularisation of contract employees.
Leaders felicitated for employee initiatives
A brochure highlighting the history of the association and the achievements of Alaparti Vidyasagar and D.V. Ramana during their first year as state president and general secretary was released at the meeting.
The brochure was brought out under the initiative of the East Godavari district unit.
The state executive committee appreciated the leadership for its role in pursuing issues including payment of more than ₹25,000 crore in pending dues, bringing around 11,000 employees and teachers from CPS to OPS, extending the retirement age from 60 to 62 years for employees of public-sector organisations and Gurukulam schools, and approval for regularisation of contract employees covering around 8,000 personnel.
The two leaders were subsequently felicitated by the state executive committee.
The meeting also reviewed departmental issues, difficulties related to the Presidential Order and e-SR system, and problems faced by Village and Ward Secretariat employees in their day-to-day work.
The association decided to strengthen its organisational council and expedite construction of the state association building. Committees were also constituted for preparing the association's diary and calendar for release in January.
